The vendor-substitution problem
Axon is on this site primarily because of what happened in Austin.
Organizers cancelled the city’s Flock Safety contract in 2025. EFF reported that Austin continued using ALPR through Axon afterwards. One vendor out, another already inside the building.
This is the clearest available illustration of why the Verified Unsurveilled standard is written against capabilities rather than product names, and why a “we cancelled Flock” announcement is the beginning of a records request rather than the end of one.
The question to ask a council is never which vendor? It is: can this department still build and search a history of where ordinary people drive?
