Elkton, VA
The Elkton Town Council voted 5-0 on the evening of Monday, July 20, 2026 to terminate the town's agreement with Flock Safety effective immediately. Councilman Aaron Napotnik moved to terminate and Councilwoman Virginia Fulginiti seconded; Councilwoman Rachel Michael was absent. The town's Flock contract had been signed in 2024 by the town manager and police department without council approval or public discussion.

The agreement was terminated effective immediately. Elkton's vote came eight days before Harrisonburg, less than 20 miles away, voted to end its own Flock contract, making the Shenandoah Valley one of the densest clusters of ALPR reversals in the country.
